The Liquor Control Reform Act 1998 defines guardian, in relation to a person who is under the age of 18 years, as meaning a person who is authorised by law to manage the affairs of that young person. To be authorised by law the person must be the minor’s father or mother (parent), or a guardian. Older siblings are not guardians unless named / appointed in a guardianship order pursuant to the Guardianship and Administration Act 1986.
